SS1 – The Spatial Strategy

The Built up Area of Harpenden is the priority for new development in the Harpenden Neighbourhood Plan Area. The Built up Area Boundary of Harpenden is shown in Figure 4.1. In the event that St Albans City and District Council releases land in the Green Belt adjacent to the current Built up Area Boundary of Harpenden for residential development in a future Local Plan, that land is considered by this Policy to be within the Built up Area Boundary of Harpenden. Planning applications for new development proposals outside the Built up Area Boundary must either:

  • Be an exception to inappropriate development in the Green Belt, or
  • In the case of what would normally be deemed inappropriate development in the Green Belt, must demonstrate:
    • Very special circumstances for development in the Green Belt.
    • Why the proposal cannot be located within the Built up Area Boundary of Harpenden.

Development proposals in Harpenden Town Centre, as shown on Figure 4.2 must have regard to the special characteristics of the town centre, in accordance with the policies of this Neighbourhood Plan.
