DC4 Equestrian Activity

Planning permission will be granted for equestrian related development subject to all of the following criteria being met:

  • where new or replacement buildings are proposed, it must be demonstrated that the re-use of existing buildings on-site for any equestrian-related use is not practicable;
  • proposals for the construction of new stable buildings and ancillary facilities are of an appropriate scale and design to the locality and do not adversely impact on animal welfare;
  • the specific form, design, siting, layout and materials of any development are in keeping with, and do not individually or cumulatively detract from the character of the area in which it is located as defined in the Character Area Appraisals SPD;
  • there is no adverse impact on amenity and environmental quality of residential or other sensitive uses due to smell, insect infestation, excessive noise, lighting or traffic generation;
  • the proposal does not result in the fragmentation and/or severance of an agricultural land holding creating a non-viable agricultural unit;
  • full account is taken of any biodiversity interest in accordance with Policy NE3;
  • there is no hazard to road safety;
  • suitable provision is made for the protection and, where practicable, the enhancement of the existing rights of way network which may be affected by the proposals, with full regard to the safety of users.

Proposals should be accompanied by a Land Management Plan setting out proposals for good pasture management (including stocking dens waste management for the storage and dis manure, bedding and other waste, all fencing details, access to bridleways and lighting proposals. In addition, where a proposal is located on a water gathering area, details of foul sewerage disposal (stable washings) must also be provided.
