D.MW2 New and enhanced waste facilities
Proposals to construct a new waste facility or replace or extend an existing waste facility will be supported where:
- it contributes towards the aims of sustainable waste management in line with the waste hierarchy
- it is located within a safeguarded waste site or area of search or integrated into a suitable new development
- it incorporates a high quality design, is of a scale and nature which integrates into its surroundings and ensures compatibility with adjacent existing and proposed land uses (including within neighbouring boroughs)
- it co-locates with other compatible uses (including existing waste facilities)
- it proposes technology which is suitable for the location and nature of the site
- it has good access to the strategic transport network, including, where possible, rail and canal/river links that offer the potential to transport waste
- there is adequate road capacity to accommodate any vehicle movements generated and that vehicles can enter, wait, unload and leave the site without prejudicing the safety of pedestrians and other vehicles
- it provides effective on-site measures to ensure safety and security
- it is enclosed, unless it can be demonstrated that environmental and amenity impacts, including the emission of air pollutants, noise, vibration, dust, glare, vermin, odours can be mitigated, both during and after operations, and
- it incorporates measures to minimise carbon emissions and maximise the use of lower-carbon energy sources.
