DMC 2 Provision of new and improved community facilities

Permission will be granted for the provision of new community facilities, and the upgrading or intensification of existing facilities, where they:

  • cater for identified need, particularly in areas of regeneration or areas of major change;
  • are close or accessible to the community they serve by a range of transport modes including walking, cycling and public transport and are accessible to people with disabilities;
  • are contained in buildings which are flexible, adaptable and capable of multi-use and enable potential future expansion where possible;
  • are in a location that would not result in an over-concentration of similar facilities in any residential area; and
  • do not result in a loss of residential units (see Policy DMH1).

The use of residential property for childcare purposes will be permitted provided the primary use of the property remains residential and Policy DMH2 is met. At least one residential unit created following sub-division to provide childcare facilities shall be at least 74 sq ms with independent access to the street and comply with the relevant aspects of Policy DMH4.
