Policy WLP32

The local planning authorities will require an Environmental Statement to be submitted with a planning application for waste management development where, having regard to the relevant Regulations and the provisions of DoE Circular 15/88 and other relevant government guidance, it appears to them that the proposals are likely to have significant environmental effects. Any decision not to require such a Statement in a particular case will not preclude the authorities, when taking the decision on the overall merits of the application concerned, from judging that the environmental effects of the proposal are sufficient to justify refusing planning permission.
